Israel Aviation Services Law
The Israeli Aviation Services Law (ASL) is designed to protect passenger rights during flight disruptions, including delays, cancellations, and denied boarding, ensuring fair treatment and accountability within the aviation sector.
Who is Covered by Israeli Aviation Services Law?
Any flight operated by an Israeli airline or departing from an airport within Israel.
Flight Cancellation and Delays by More Than 8 Hours
If your flight is canceled, was brought forward, or delayed by more than 8 hours, you are entitled to the rights set out below:
You must be notified:
- At least two weeks before departure or
- Between two weeks and seven days before departure, with re-routing options allowing departure up to two hours before and arrival within four hours after the scheduled time or
- Less than seven days before departure, with re-routing options allowing departure up to one hour before and arrival within two hours after the scheduled time
If this criteria is not met, then you are entitled to compensation at the same rate as denied boarding (see below).
Denied Boarding Compensation
- If you are denied boarding to your flight, you have the option of receiving the full reimbursement of that ticket or rerouting to your destination at no extra cost to you AND
Compensation Rates
- Compensation Based on Flight Distance
- Flights up to 2000 km: 1440 NIS (356 Euros)
- Flights up to 4500 km: 2310 NIS (572 Euros)
- Flights over 4500 km: 3460 NIS (857 Euros)
- If the delay to your final destination is under this value, then your compensation amount will be reduced by 50%.
- Flights up to 2000 km: 4 hours
- Flights up to 4500 km: 5 hours
- Flights over 4500 km: 6 hours
Additional Rights
- For delays of at least 2 hours: You’ll receive complimentary meals, refreshments, and communication services.
- For delays between 5 and less than 8 hours: If necessary, you’ll be provided with free hotel accommodation and transportation between the hotel and airport.
Requirements
Valid Booking: Passengers must have a valid booking or reservation for the affected flight.
Arrival Time: Compensation is based on the actual arrival time at the final destination.
Check-In Time: Passengers also must check-in at the airport on time for their flight.
What Kind of Delays are Airlines Responsible For?
Covered by ASL Regulations:

- Technical issues within the airline’s control.
Not Covered by ASL Regulations – Force Majeure
Delays, cancellations due to:
- Weather conditions
- Security risks
- Political unrest
- External factors beyond the airline’s control
